The 2022 Landfills–Methane Emissions law (Chapter 70A.540 RCW) requires municipal solid waste landfill owners and operators to meet methane emissions standards established through a new rule (Chapter 173‑408 WAC). This rule includes requirements about landfill emissions technology and performance, monitoring, reporting, and recordkeeping.
To help with the cost of these new requirements, the Legislature set aside nearly $10 million for a grant program. These grants are paid for by funds from the Climate Commitment Act. The Climate Commitment Act supports Washington's climate action efforts by putting cap-and-invest dollars to work reducing climate pollution, creating jobs, and improving public health.
Background
We're working to reduce methane emissions from landfills. This is an effective way to cut methane, a powerful greenhouse gas. When organic material (such as food and yard waste) decomposes in a landfill, it emits methane (CH4) and carbon dioxide (CO2) — two gases that contribute to climate change. Methane has more than 80 times the global warming potential (GWP) of CO2 over a 20‑year period. Methane is responsible for more than 25% of the global warming happening today. By 2050, Washington is committed to reducing greenhouse gas emissions by 95% below 1990 levels.
